I have used the gauge chart to show goals; however, I would like to do something similar to the pasted chat below. The orange line is the goal and the other is the measure.

To my knowledge, there’s no built-in “goal line” toggle for the Line chart unfortunately, so you can’t just flick a switch to get that flat line then step up. The Gauge chart you’ve already tried (along with Bullet and Summary charts) is really the only spot with a proper target/threshold setup in Phocas right now, but as you’ve found, that’s a single point-in-time view rather than a line over time.
That said, you can get pretty close to what’s in your screenshot with a workaround. If you’ve got a target/budget value sitting in your data per period (through Budgets & Forecasts, or a calculated column), you can select that alongside your actual measure and chart both on a Line chart. Phocas will plot them as two separate lines, and if your target is constant across periods, it’ll show up as a flat line just like the orange one in your example.
